Climeaction Horizons is an Irish industrial decarbonisation and carbon intelligence consultancy headquartered in Cork, with operations in the US and Brazil. We serve clients in life sciences, pharma, food & beverage, and industrial manufacturing, helping them reduce energy costs, meet regulatory obligations, and achieve credible net zero targets. Our services span energy audits, ISO 50001 implementation, Climate Action as a Service (CAaaS), capital project delivery, and proprietary software platforms including ESGo and VSAg.

As a B Corp-certified, ISO 9001 and ISO 50001 accredited firm with a growing international presence, we are at an exciting stage of growth and the Energy Efficiency Obligation Scheme (EEOS) represents a strategically important revenue stream for the business.

We are seeking an experienced and commercially-driven Manager to take ownership of Climeaction's EEOS Framework activities and develop this into a significant business stream. This is a senior individual contributor and team leadership role with direct accountability for client delivery, business development, and the growth of our EEOS practice.

The successful candidate will be a Chartered or Senior Engineer with deep experience in industrial energy management and a proven ability to build trusted relationships with large energy users, energy suppliers, and regulatory stakeholders. You will combine technical credibility with commercial acumen capable of winning business, managing complex programmes, and building a team around you.

Key Responsibilities

EEOS Framework Management

  • Lead Climeaction's EEOS Framework Partnership, acting as the primary point of contact for energy suppliers and the SEAI in all Framework-related matters

  • Oversee the identification, qualification, scoping, and delivery of EEOS-eligible energy efficiency projects across our client base

  • Manage the end-to-end process from M&V planning and project registration through to credit claim submission and reconciliation

  • Ensure all EEOS activities are delivered in compliance with SEAI scheme rules, technical guidance, and evolving policy requirements

  • Maintain robust project tracking, documentation standards, and quality assurance processes across the EEOS portfolio

  • Monitor scheme developments, consult documents, and regulatory updates — translating changes into actionable business opportunities

Business Development

  • Develop and execute a growth strategy for the EEOS practice, targeting large industrial energy users in pharma, food & beverage, manufacturing, and data centres

  • Identify and qualify new clients and pipeline opportunities, working closely with the Commercial Director and senior leadership

  • Lead commercial negotiations with energy suppliers seeking to fulfil EEOS obligations, positioning Climeaction as the partner of choice

  • Build and maintain a strong network of industry contacts, energy suppliers, trade bodies, and SEAI stakeholders

  • Develop compelling proposals and presentations that articulate the financial, operational, and regulatory value of EEOS participation

  • Contribute to wider Climeaction marketing activity including case studies, conference representation, and thought leadership

Client & Project Delivery

  • Manage senior client relationships across a portfolio of large industrial accounts, acting as a trusted advisor on energy efficiency strategy and EEOS participation

  • Oversee the technical delivery of energy efficiency projects, drawing on internal engineering resources and subcontractors as required

  • Coordinate with internal teams — including our CAaaS, ISO 50001, and capital projects practices — to develop integrated service propositions for clients

  • Ensure clients are fully briefed on project progress, credit values, and compliance status throughout the project lifecycle

Team & Practice Development

  • As the practice grows, recruit and develop a team of energy efficiency engineers and project coordinators under your leadership

  • Establish best-practice standards, templates, and tools for EEOS project delivery and measurement & verification

  • Contribute to Climeaction's internal knowledge base and training on energy efficiency, EEOS, and industrial decarbonisation

  • Work with the CEO and leadership team to set revenue targets, track performance, and report on business stream KPIs

Person Specification

Essential

  • Degree in Mechanical, Electrical, Chemical, or Energy Engineering (Level 8 minimum); Chartered Engineer status (Engineers Ireland or equivalent) strongly preferred

  • Minimum 8 years of experience in industrial energy management, energy auditing, or energy efficiency project delivery

  • Demonstrated experience working with large industrial energy users (pharma, food & beverage, manufacturing, or similar)

  • Direct experience of the Irish EEOS scheme, including project registration, M&V, and credit claim processes is essential

  • Proven track record of managing senior client relationships at Head of Engineering, Facilities, or Operations Director level

  • Commercial experience in business development: generating leads, writing proposals, and closing contracts

  • Strong technical competency across key energy systems: HVAC, compressed air, steam, process heating/cooling, and electrical systems

  • Excellent communication and presentation skills able to convey complex technical and financial information clearly to non-technical audiences

  • Self-starter with strong organisational skills and the ability to manage multiple concurrent projects and priorities

Desirable

  • Chartered Energy Engineer (Energy Institute) or equivalent professional qualification

  • Experience with ISO 50001 Energy Management Systems, particularly in an industrial context

  • Familiarity with IPMVP (International Performance Measurement and Verification Protocol) and M&V Option methodologies

  • Knowledge of wider Irish and EU energy policy, including NEEAP, LIEN, and EU Energy Efficiency Directive obligations

  • Experience of selling to or working alongside energy suppliers in an obligation management context

  • Track record of team leadership or growing a technical practice or business unit
